Based on documentation provided during review, the FRN is denied. Eligibility for support requires not only that the product or service is eligible, but that it is put to an eligible use. Applicants participating in the Schools and Libraries Program are not permitted to request funding for more services than are necessary for educational purposes. The personal use or non-educational use of cellular phones is ineligible for E-rate support. Documentation shows that you have not ensured that cellular phones are being used only for eligible educational purposes and the FRN is denied. You were given an opportunity to provide cost-allocation information to demonstrate which part of the services were used for personal use but you were unable to do so. Therefore, funding is denied.
