FCDL Comment:
DR1:Documentation provided during the Selective Review demonstrates that the price of eligible products and services was not the primary factor in the bid evaluation and throughout the vendor selection process. Specifically, Section A of the evaluation was labeled "Organizational Experience" and consisted of four sub factors, each with their own weight. The total of Section A was considered to be a single factor. Section A's combined weight totaled higher than Section E labeled "Cost". FCC rules require the price of eligible goods and services to be the primary and heaviest weighted factor when conducting a vendor evaluation. Other factors can be included in the evaluation, but these factors cannot have a weighting equal to or more than the cost eligible products and services. Since the price of eligible products and services was not weighted the heaviest in the vendor evaluation provided, FRN 1999035438 will be denied.
