DR1: Based on the documentation provided during the selective review, and subsequent clarification provided during the special compliance review, FCC Form 471 #546904 FRN #1575321 will be denied. Your FCC Form 470 581250000576028 was posted in the Telecommunications service category for the Wireless Wide Area Network for Access to the Internet requested in this FRN. This FCC Form 470 does not post for the correct category of service, as that Wireless Wide Area Network is only eligible in the Internet access category of service. When the change was made to FCC Form 470 834620000543040 a FCC Form 470 was selected which did not post for a Wireless Wide Area Network and did not reference the RFP which was provided to potential bidders by Umatilla Morrow Education Service District. Additionally, Umatilla Morrow Education Service District clearly indicated in a Certified response that FCC Form 470 834620000543040 was not issued with the intent of receiving bids for the proposed Wireless Wide Area Network, but rather that the intent to receive bids for the proposed Wireless Wide Area Network was established by FCC Form 470 581250000576028 which did not reference the appropriate category of service. Therefore, the above referenced FRN will be denied. <><><><><> DR2: Based on the certified documentation you provided during the special compliance review, FCC Form 471 #546904 FRN #1575321 will be denied. Your RFP deadline or response date must coincide or be later than your Form 470 Allowable Contract Date. The RFP provided in the certified response indicated a January 27, 2006 response date which was prior to the Form 470 Allowable Contract Date.
