During the course of review, you were asked to provide information regarding Martin Friedman and Alemar Consulting and the roles he played at your school, including his role in the competitive bidding and vendor selection process. You responded that you have no knowledge of Friedman's role in your selection of service providers. Thus, we are unable to make a determination if your school engaged in an open and fair competitive bidding process free from conflicts of interest so funding is denied.
