<><><><><> The purpose of the FCC Form 470 is to notify potential bidders of schools and libraries that are seeking E-Rate eligible services, to provide information on whom to contact and to describe the services sought. In this case, the establishing FCC Form 470 did not include the any contact information for the any of the schools that were actually conducting the competitive bidding process, therefore potential vendors were not given adequate information in order to bid on services being requested. Because you indicated on you indicated on the form that schools had to be contacted individually and that the dioceses would not be procuring the services on behalf of the school, the form could not serve its intended purpose. Program rules require applicants to make a bona fide request for services by filing an FCC Form 470. Additionally, the services requested on your FCC Form 470 do not describe the applicant's planned service requirements requested on the FCC Form 471, therefore this FRN is denied.
