DR1: Applicant has not provided sufficient documentation to determine the eligibility of this item. DR2R2: This FRN is a request for Telecommunications Service from a carrier that does not provide telecommunications on a common carriage basis. <><><><><> DR3: FCC rules require that a fair and open competitive bidding process occurs. USAC attempted to ensure that a fair and open competitive bid process occurred regarding FRNs awarded to service provider LynxStar. USAC made multiple attempts to contact consultant Blanca Ramos and LynxStar regarding this issue; however, USAC was unable to make successful contact. USAC management discussed this issue with officials representing the municipal libraries of Puerto Rico, who also were unable to make contact with Ramos or LynxStar. Further, these officials failed to provide any information to support that a fair and open competitive bidding process had occurred. Therefore, the funding request is denied.
