DR1:FRN is denied because the FCC Form 470 cited as the establishingForm 470 for the FRN, FCC Form 470# 160008834, contains service provider contactinformation and the Form 470 was certified and created by an individualrepresenting a service provider. This is a competitive bidding violation. Specifically,the Form 470 was certified and created by Josh Meyers, a representative of serviceprovider Webby Enterprises LLC. Webby Enterprises LLC is also the service providerfor the FRN. A service provider that participates in the competitive bidding processas a bidder cannot be involved in the preparation or certification of the entity's FCCForm 470. The actions performed by Webby Enterprises LLC violate this rulerequirement and the FRN is denied.
