DR1:The products and services that were requested on your FCC Form 471 (Dark Fiber Special Construction) are substantially different than those requested on your FCC Form 470 (Other - Entrance facility fiber and trenching for new or renovated schools). Program rules require applicants to make a bona fide request for services by filing an FCC Form 470. The services requested on your FCC Form 470 must describe the planned service requirements requested on your FCC Form 471. Since you did not meet this Program requirement, the FRN must be denied.||DR2:According to FCC rules, applicants who pursue dark fiber must also solicit proposals for leased lit fiber. The FRN is denied due to leased lit fiber was not requested on the FCC Form 470 and RFP that established the competitive bidding process for this FRN.||MR1:The FRN was modified from $80,000 to $17,715 to agree with the applicant documentation.||MR2:The Total Project Plant Route Feet for FRN Line Item 1 was modified from 300 to 508 to agree with the applicant documentation.||MR3:The Average Cost per Foot of Outside Plant for FRN Line Item 1 was modified from $100 to $34.87 to agree with the applicant documentation.||MR4:The Total Strands and Number of Eligible Strands for FRN Line Item 1 was modified from 24 to 12 to agree with the applicant documentation.||MR5:In consultation with the applicant, the service provider has been changed to SpeeWest Construction Co., SPIN number 143048071.
