DR1:The products and services that were requested on your FCC Form 471 (Dark Fiber Special Construction) are substantially different than those requested on your FCC Form 470 (Other - Entrance facility fiber and trenching for new or renovated schools). Program rules require applicants to make a bona fide request for services by filing an FCC Form 470. The services requested on your FCC Form 470 must describe the planned service requirements requested on your FCC Form 471. Since you did not meet this Program requirement, the FRN must be denied.||DR2: According to FCC rules, applicants who pursue dark fiber must also solicit proposals for leased lit fiber. The FRN is denied due to leased lit fiber was not requested on the FCC Form 470 and RFP that established the competitive bidding process for this FRN.||MR1:The FRN was modified from $43,000 to $11,932.89 to agree with the applicant documentation.
