DR1:A contract for a new service was signed or entered into prior to the expiration of the required 28-day waiting period computed from the date of the posting of the FCC Form 470 to USAC’s web site which violates program rules. Since this requirement was not met, the FRN is denied. Specifically, you cited 470 #200026455 with an allowable contract date of 3/20/2020 but provided a CDW-G contract signed and dated 5/23/2019. ||DR2:FRN was denied because the contract for these products and services did not include the scope of work and the associated costs of the equipment. This is a violation of the competitive bidding program procedure.||DR3:No contract or legally binding agreement was in place when the FCC Form 471 Certification was filed. FCC Rules require that a contract be signed and dated by the applicant or a legally binding agreement is entered into prior to the filing of the FCC Form 471 Certification for the products and services requested. Since this requirement was not met, the FRN is denied. Specifically, the cited contract covers FY2019 with a contract end date of 9/30/2020, which matches the FY2019 service delivery deadline for Category 2 services.
