DR1:You provided a Request for Proposal (RFP), as well as two addendums issued 2/26/16 and 3/7/16. The addendums contained information needed for potential bidders to respond to the RFP. When an applicant adds to and/or modifies the RFP or similar documents, the applicant must restart the 28 day period. We found that the RFP addendums were not available for service providers to review for 28 days (from the RFP release date to the bid due date). In order to ensure a fair and competitive bidding process, the FCC Form 470 and RFP must be posted for at least 28 days before vendor evaluations and the vendor selection process can be performed. You conducted your vendor evaluation prior to the required 28-day waiting period computed from the date of the posting of the FCC Form 470 to the USAC Website, therefore, this FRN is being denied. ||MR1:The Total Project Plant Route Feet was modified from 3,000 to 5,158 to agree with the applicant documentation.||MR2:The Average Cost per foot of outside plant was modified from $5.39 to $3.14 to agree with the applicant documentation.||MR3:The Total Strands was modified from 3 to 12 to agree with the applicant documentation.||MR4:The Number of E-rate Eligible Strands was modified from 3 to 12 to agree with the applicant documentation.
