The FRN is denied. You requested services on your Form 471 that you failed to post for on your Form 470. Services and/or products requested on Form 471 are substantially different than those indicated on Form 470. Your Form 470 (947090000590240) posted for Telecom services to include POTS, cellular, T-1 Digital Transmission Circuits, Toll/long distance, homework hotline, paging and inside wiring maintenance. No RFP was used. Woodward ISD signed a multi-year contract with Trillion Partners for Trillion Centrex VoIP service. <><><><><> The FRN is denied due to a competitive bidding violation. A new Form 470 should be posted when the services and/or price of the original contract are modified. The additional voicemail extension were added to your existing contract. These services were not stated in the original contract terms. The increase in service is not considered a minor contract modification.
