MR1: The FRN was modified from $2074.80 to $2257.20 to agree with the applicant documentation. <><><><><> DR1: The associated Form 470 Internet Access service category contains the name of a service provider, Edline. This indicates that either a decision to award a bid in the IA service category was made prior to the posting of the Form 470 to the USAC Web Site, or, at minimum, indicates a propensity toward awarding the bid to named provider. Applicants must wait at least 28 days after the posting of the Form 470 before they can select their service provider. Furthermore, a prospective bidder may choose not to participate in a competitive bidding process if the prospective provider believes the bidding will not be conducted in an open and fair manner, such as in this circumstance, where a service provider has been specified on the FCC Form 470. Because a fair and open competitive bidding process could not have occurred all FRNs in the IA service category are denied.
