DR1:No contract or legally binding agreement was in place when the FCC Form 471 Certification was filed. FCC Rules require that a contract be signed and dated by the applicant or a legally binding agreement is entered into prior to the filing of the FCC Form 471 Certification for the products and services requested. Since this requirement was not met, the FRN is denied.||MR1:On your FCC Form 471, it was indicated the products and services are being provided on a month-to-month arrangement. On 07/24/2017, you provided a contract dated 04/01/2017. Based on this information, USAC has modified the FRN to indicate that these are contractual products and services rather than month-to-month services. This FRN has been changed to reference Contract Award Date of 4/1/2017 and Contract Expiration Date of 6/30/2018.
