FCDL Comment:
DR1:Applicants are required to conduct a fair and open competitive bid process. Applicants are also required to post the FCC Form 470 and any requests for proposals (or other bidding documentation) in the E-rate Productivity Center and wait at least 28 days prior to selecting the winning bid. If the applicant makes cardinal changes to the FCC Form 470 or to other bidding documents, the applicant must post the updates in E-rate Productivity Center and wait an additional 28 days prior to selecting the winning bid. During the review, it was determined that the applicant made cardinal changes to the FCC Form 470/RFP. Specifically, it was determined that the applicant posted an addendum (RFI 01 WAN) to the E-rate Productivity Center on 1/6/2017 that included a drawing/map of the electrical site. As the applicant did not wait 28 days after making cardinal changes to the FCC Form 470/RFP, this FRN is denied.||MR1:Modified by SLD Per FCC Order 14-189, to prevent warehousing of excess fiber capacity, applicants may only receive funding for special construction charges for a Self-provisioned network if it constructed and lit within the same funding year. If excess strands are being installed that will not be lit during the current FY and will remain dormant until lit for the applicant’s exclusive future use; the applicant must provide a cost allocation for the cost of the unlit strands. The applicant provided the following cost allocation of $4,566.12. During the Fiber Review, it was determined that the calculation should be $4,788.00. Therefore, this FRN has been modified from $34,945.09 to $34,723.21 to account for the fiber strands that will not be lit during this FY.||MR2:The Number of E-rate Eligible Strands for FRN 1799056169 was modified from 12 to 2 to agree with the applicant documentation.||MR3:The Average Cost Per Foot of Outside Plant for FRN 1799056169 was modified from $3.16 to $2.89 to agree with the applicant documentation.
