DR1:FCC rules require that applicants requesting support for a self-provisioned network must also seek bids for the services provided over third-party networks in the same FCC Form 470. They must also provide sufficient information with the FCC Form 470 in order for all potential vendors to be able to formulate valid service solutions. Further, applicants must conduct a fair and open competitive bidding process that does not indicate a preference for one technology solution over another. Specifically, the RFP only addresses Self-Provisioned services and explicitly says your goal is to set up a Self-Provisioned or Fiber network. This could deter non-fiber vendors from submitting bids, therefore violating Competitive Bidding regulations.
