DR1: FCC rules require applicants must be ready to accept bids once the FCC Form 470 is posted on the USAC web site. According to documentation on file, the applicant has deterred a potential bidder by stating that you were not accepting proposals. This resulted in a competitive bidding process that was not fair and open, and therefore, the FRN is denied. <><><><><> DR2: The vendor selection documentation provided was created after the Form 471 certification was filed. The vendor evaluation documentation should be completed prior to the certification of the Form 471.
