FCC Rules require that a contract be signed and dated by the applicant or a legally binding agreement is entered into prior to the filing of the FCC Form 471 Certification for the products and services requested. Since this requirement was not met, the FRN is denied.||DR2:Service Requests of the FCC Form 470 must clearly define the specific services or functions to include quantity and/or capacity for which funding will be sought when the FCC Form 470 is filed. Your FCC Form 470 cited did not specify the services or functions to be provided, which is a violation of the competitive bidding program rules. Specifically, your requested BMIC of Wireless Access Points which was not requested on the FCC Form 470. As such, bids were never requested for BMIC of Wireless Access Point services and this service was never competitively bid. As such, this FRN is denied.
